Is there a way to CC an email on all inciming tickets sent to support@mydomain.com? All incoming emails will go to all agents but I want to CC another email that is not an agent,

It's best to do so outside of osTicket. Login to the system email that's fetching the mail via your mail provider's mail client and make a rule that auto-adds the needed CC when reaching the Inbox.
