If you are talking about the prerequisites (eg. PHP, PHP extensions, MySQL/MariaDB, etc.) then you must manually install them these days. This is outside the scope of osTicket however there are many guides online that explain how to manually install PHP, the needed extensions, MySQL/MariaDB, etc. on newer Windows servers.
