Deseo que el usuario cuando cree un nuevo ticket tenga la opción de seleccionar el departamento. Lo he agregado en formulario, pero observo que lo agrega como una variable mas, mas no no lo relaciona con la variable principal departamento.

That’s correct. By default Users cannot determine the Department as they could either abuse that or just simply not know and open tickets in the wrong departments causing confusion, double work, late resolutions, etc.
You can however accomplish this with Ticket Filters. The caveat is you’d need to setup a filter for each Department though. You’d set the criteria to your custom field matching a specific Department ID then set the action to Set Department with the intended Department.
