Issue with the installation

Hello im having issue with setting up the osTicket system.
After enabling IIS and installing PHP , mysql, MariaDB and PHP manager.
I moved the upload folder to wwwroot. Enabling CGI in IIS, and registering the new PHP.
Restarted the browser folder it keeps giving me this error , i tryed doing it on other machines and the 1.17 version of osTickets but it still gives me the same error.

Your server isn’t liking the web.config we ship with. Which is off because it works just fine for everyone else. You need to consult with your server admin for further assistance. They should be able to find the issue with the web.config file.

I can send the web.config file or any logs if it helps.
I have tested it on several machines and other versions of the programs with the same results and same error.
Do i need to configure the web.config file some way in order to fix it.

The error states you should check the event logs for a more detailed reason.

Did you install and enable the IIS URL Rewrite module and enable it for the site?

That’s the only thing I can see online. People are saying they fixed their 500.19 web.config error by installing/enabling that module. Here is an example:
