How do I enable users to browse the knowledge base as well as the canned responses before setting up a new ticket?

Setup FAQs. And then they should be able to see them.

Getting users to see FAQs, knowledge base

I setup a FAQ but still, when someone opens the ticket portal (to add/view a ticket) there is not a place a look at FAQs or knowledge base.

Have you setup any public faqs? If you do not have any public ones then the clients will not get a link to view them.
