We've been using OSTicket version 1.14.2 and we want to upgrade it to latest but base in what I read, it has to be at least 1.16 ST to be able to upgrade to latest. Is there any tutorials out there to from 1.14.2 to latest?

You misread that. It says v1.16 not v1.16. v1.6 was released back in 2006-2008. v1.16 was released not too long ago.
You can follow the normal upgrade steps.
