First thing is to make sure you are using the latest codebase of v1.17.5 (or v1.18.1). Next, re-upload the images and see if you have the same issues after some time.

You haven't included your environment information. version of osTicket version of PHP webserver and version etc.

Yea you would need to upgrade to v1.17.5, re-upload the images, and retest.
I see in the update notes about inline images. I'll give the update a go and come back to this.
