Create a Queue that has such criteria and then set that as your default queue.
In order for this to work you must have access to all the departments.

I think I did not state my question clearly. Sorry for that.
I am actually trying to display all ever-opened tickets, closed, and overdue ticket on cards in the dashboard page. In which file should I refer the code? I cannot figure them out.
So by “cards” you don’t mean Queues?
What's on the queues is the same value that I want to display on the card. But I do not want user to be able to customize the queue. I just want to display something like below:
