Looks like someone modified your installation as that’s not the verbiage we use. You will have to revert the mods to see what the real thread event says so we can further assist you.

Based on the icon it looks like a Referral. If that’s the case then the user included another department email in their email they sent to the helpdesk so the system referred that department.
