First, Thank you for reading my problem. I have a translation problem in osticket. After I downloaded the phar file and used it, it changed largely but remained in English. How can I fix this?

Queue names and Column names are editable content so they are not translated. You will need to go in and update the names yourself under Admin Panel > Settings > Tickets > Queues.
Additionally, most language packs are not fully translated. You can contribute to translations here:

KevinTheJedi I visited crowdin.com. I see that i will export file xliff format but osticket use .phar.
Only we (devs) can build working language packs (PHAR files). We generally build new language packs upon new releases of the core codebase. Keep in mind that new translations are only included if they are approved/accepted by a Proofreader of the language. If they are only suggested they will not be included.
