The ticket is not printing when a reply is posted to a ticket.
The ticket printing is working just fine if it has no reply posted.
I have the same problem in my v1.17.
Appears to be similar to this post. The default working folder for php on Windows is c:\windows\temp, which has restricted permissions as indicated in the error. You probably need to change the upload_tmp_dir path in your php.ini.
Changing the upload_tmp_dir path solved the issue.
