I am unable to lock a user due to the email address being not recognized. "Unable to update this agent. Correct any errors below and try again." I don't want to disable verification for emails if I don't have to. Is there any where I can list my domain as a whitelisted domain for users?

    That's okay, no worries! So that means your DNS is failing to find any MX, A, nor AAAA records for that domain. The true fix is to figure out why the server's DNS is failing such checks. However, in the meantime go to Admin Panel > Emails > Settings, disable (uncheck) Verify Email Addresses, and Save Changes. Just keep in mind that this will skip DNS verification for both Agent and User email addresses. This means someone could potentially create a Ticket with a fake email address.
