Canned Responses - issue with saving images

When I create Canned Response all looks fine.
When I hit "Save" button then image are immediately changed to icon "Image":

Is there a way to fix this issue ?

The system does not see the image there. where it should be located.
Switch to HTML and check the image path.

I notcie that not always the attachment is saved.

I do not think.
The name Fj4SnAO0uY.png is for attached file. The inline image has a different name.
If the image doesn't load, I would expect an error message in the PHP error log.
