Not at this time, no. All Users see all Public Help Topics.

Ok, thanks and is it possible to create user groups that will see different types of forms when opening tickets? Create a hierarchy among users for who can and cannot open certain tickets. Thanks
We have, for example, three ticket categories: Hardware, Software, and Information. We need some users to be able to open tickets for all three categories, while others can only open tickets for Hardware and Software.
No way to do so at this time. You can setup filters to reject tickets based on criteria but you cannot hide the help topics for some users.
