Hello , so now i am using Version 1.17 and i am trying to use another language other that English and i uploaded it in the include/i18n file but as you can see in the screenshots there is no other language options that appear to me

First of all please upgrade to v1.17.2 asap and update any installed plugins. Secondly maybe your PHAR extension isn’t installed/enabled? Maybe you have insufficient/incorrect permissions/ownership on the file? It can be many things so you’ll just have to start at the PHP level and work your way up.

i am at version 1.17.2 already and my PHAR Extension is enabled , the problem is that it was already working fine then it just disappear
There should be an error somewhere. Are you self hosting or using a webhosting company? Have you checked the contents of the ar_EG.phar? Have you tried re-downloading the language file and putting it in /include/i18n?
