I have that patch applied. It consistently displays the login screen when clicking a link on the ticket list page once the user has logged in, but only for the first link clicked after login.
I've tested with my user using Google Chrome and Firefox and I see the same issue.
Step by Step
I cleared cookies and storage and loaded the helpdesk login page.
When looking at the cookies I see the OSTSESSID cookie when loading the page and not logged in.
The same cookie with the same value remains in place when I have logged in.
As soon as I click any ticket in the ticket list the value of the cookie changes and I get put back to the login page. Refreshing the browser on this login page takes me to the ticket i clicked without having to log in again. I can then navigate between the tickets viewing any ticket with the new cookie value remaining constant without being passed back to the login page again (until it times out)
As most users only log in to check on one ticket this is a real issue as it always presents them with the login page when clicking a ticket from the list when it should present the ticket details, ie it happens 100% of the time for a typical use case
