Upgraded this morning to version 1.17.1. Clicking on the Access, Permission, or Teams tabs in an agent's manage account fails to open tab. Browser's console reports Uncaught TypeError: Cannot read properties of undefined (reading 'length') in scp.js.

I have the same issue after recent upgrade, and am getting the same error on the console. I am not seeing anything useful in the logs, but I am still digging around.
I discovered that I was using an outdated version of the LDAP authentication plugin. I updated to the most recent version (really just copied the file into the include/plugins folder) and this fixed it. No interruption in user service; your mileage may vary. As always - good backups are your friend.

Ran in to the same issue with our 1.15 > 1.17 upgrade and updating the ldap plug fixed this as well.
