Everyone that has ran into this error has had to delete the email completely from O365, recreate it, re-add it to osTicket, and re-configure the email/OAuth2 settings.
Microsoft has a real issue on their hands yet they just throw the blame around and provide no real solution, ever. I suspect it has something to do with old accounts that were migrated/messed with after the Legacy cutoff in October.
