I downloaded the it.phar file and added it to the include/i18n folder.
I tried to reload the page and logout/login but no additional language shows up
I am using osticket on docker using this image:

That’s a 3rd party docker image. We have a ticket open with docker to claim the official namespace as it appears someone beat us to it. I’d be weary of this image as a couple of people have reported various issues with it.
Anyways, you probably don’t have the php-phar extension installed/enabled or maybe insufficient file permissions/ownership.
