When I create an agent - no welcome email is being sent.

Do you have SMTP setup to actually send out mail? What is your default system email, default alert email, etc. in your system settings?

We using the PHP mail function on the server - we receive alerts for new tickets - There is no default email in Admin Panel | Settings | System > where do I find this setting?
You'll need to check your PHPMail logs to see if mail is actually being sent or not. As long as you have mail properly setup and you check the box to send Welcome Email they should receive the email.
