is it possibile to send text mail only in case the ticket is trasferred to a specific department or using a specific mail (from admin=>email=>emails?

or at least set the "Ticket Transfer Alert" template to text only.

You might be able to if you disable "Enable Rich Text:" in admin panel -> Settings -> System.
Then load a html template for the departments that you want to have html used.
I've never tried to do this before.
