As far as if it is correct, if osTicket is collecting emails then I would say yes. 🙂
If its not then collecting emails on the schedule you created and you know that there are emails waiting to be picked up then we would need to trouble shoot it. One thing that I notice from your screen shot is that its a little different from mine.
First, I put my command into a .bat file. (osTicket_mail_check.bat). Why? Because I had issues getting to it to run right about ten years ago when I first setup osTicket. Is it still required to do it this way? No idea. While I've migrated servers, and upgraded OS several times I've never tried to do it any differently since.
Secondly, the command that I used is c:\path\to\php -f c:\path\to\osticket\cron.php
IssacChan But I don't understand the section of API. Do I need to create one for it?
If you are running cron.php on the same machine that the site is hosted on you do not need to use the API.
