there is a way to customize ticket queues for users? I only see for Agent and i would like to have for user too

Users do not have Queues in osTicket at this time. I do not know if there is a plan to implement this, but I doubt it since most users can only see their own tickets.

If this is something that you really need then you would need to edit the core files to achieve something like this. As with all mods you would be on your own to figure out how to do this and implement it.

I think ticket.php and ticket.inc.php is that right?

Those would be my guesses.

This is not a feature in osTicket at this time.

I do not know if this is even on the roadmap to be developed.
