User search not working

When i try to search for a user when creating a new ticket, it said it failed to load any. Looking at developer tools in chrome i see "/scp/ajax.php/users/local?q=test 500 (Internal Server Error)" and within that, a jquery error saying "jQuery requires a window with a document".

is there a common fix for this? I have no plugins currently installed. Fresh install yesterday.

Environment details? (see Admin panel -> Dashboard -> Information)

I have same issue when create new ticket I cant add users to ticket and you can find the error and the informations
