500 Error - Cannot declare class Filter

I've just upgraded to the latest version of OS Ticket everything seemed to work as it should but for some reason users cannot access the helpdesk. For Admin it is fine to access via the SCP link, but when I go to the user page I get a 500 error and the following message on the log:

mod_fcgid: stderr: PHP Fatal error: Cannot declare class Filter, because the name is already in use in /class.filter.php on line 703

This error says that the class Filter can only be defined once.
osTicket only defines this class once, in the file /include/class.filter.php on line 19.
This class does not exist anywhere else in the project.
I would say if you are using caching (which you are) that you should clear the cache.

You should also clear the cache of your browser.
This could also be a PHP 7.2 issue. You might try upgrading to 7.3.
