How can i allow to agent create ticket on his own behalf?

Agents can open tickets on anyone's behalf as long as they have a user account as well. So if you want brad pitt to be able to open tickets for brad pitt, he needs to have a user account as well. At least that is how I set my system up since sometimes the agents will also be opening tickets in other departments.
