Too many redirects only on normal users, after upgrade

I came from a 1.9 version, I ran the auto upgrade scripts and after the migrations seems all ok, apart for an error on normal users. When I try to login with a "normal" user I have the error "too many redirects". If I login with an admin user, all seems ok. Even with a just promoted user, the thing come to work.
What to check? I have only http enabled, no https enabled nor configured in apache. The url in setting is in http.

The problem occurs only with normal users and only if the helpdesk is disable, if I enable the login from the settings the problem disappear

Sounds like you have a misconfiguration in your webserver for your site. I have never seen this happen across dozens of sites running across multiple webservers.
