Both of those instances appear to point to the same databaseserver and schema (see Scheme in both screen shots).
So you are comparing a local database (not being used) to one in the cloud (that is being used). Sound to me like you either need to update the ost-config.php to point to the localhost's DB if you want to use the local host's DB.
