Is that cron panel that you posted running the command natively on the webserver? Or is it a remote cron implementation?
If its remote then you need to customize and use the rcron.php included in the download archive.

I get the feeling that it is not natively running on the webserver. Try setting up rcron.php that is included in the download archive instead.
