Hi I have installed OsTicket 1.14.2

When there is attachment like this in a ticket :

there is an url to this attachment like this :

But not authenticated users can't access it.

On previous osticket releases this was not a problem.
Is there any way to solve this?

Admin panel -> Settings -> System
Scroll all the way down to the bottom.
