is there a way to export the tickets, templates and all settings to from a ticket system with osTicket v1.9.4 and upload all of this data to a new ticket system with osTicket 14?

You would export your database (using however you want to export it... either mysqldump, or a third party db program) import it into the new database on the new server, and then when you log into osTicket on the new server [with the new distribution archive] as an admin it should run the upgrade.
