Hi I'm using Osticket 1.9.12.

Right now only registered users can create a ticket by sending an email.
The mailbox is fetched by Osticket and then ticket created.

Is there any way to allow unknown users incoming mail to a second email to create ticket?

    Yes. Configure the second email in Admin panel -> Emails.

    I think I have not been clear enough.
    As you suggested I upgraded our Osticket. (Now in 1.14)

    Unfortunatelly I don't where to allow unknowns users to create ticket by sending emails for a specific mail account.
    I only see this in general settings.

    You cannot do it for just one email.
    Settings are at:
    Admin panel -> Settings -> Users
