upload_img/ in /var/www/osticket
In settings admin panel, i set file system. In plugin i have: upload_img or /var/www/osticket/upload_img
But doesn;t work.

screen shot of plugin config? Did you set Attachment Storage and Settings -> Store Attachments to Filesystem?

I would also check permissions on the folder to see if the Apache User/Group has necessary access.
