Either sending an email and having a ticket created or going to the web form it does not generate a email to the user upon creation. I am using 1.14.1 and right now PHP 7.1. I have checked all the settings that I can find. I am using SMTP not php mail. if I go into the ticket and reply it sends the email so I know my smtp settings are good
rjcotton Have you check to see if your Autoresponder settings are checked for new Ticket, New Message on?
Also, check the Alerts and Notices settings

I have resolved this but not sure what I did. I used a db backup from a previous version and did the upgrade. I unchecked send the email to requester saved and then checked it back. don't know what actually resolved the issue but this can be closed
