The link that you provided is the translation effort that makes the Language Packs. Language packs (like everything else osTicket) are downloaded from https://osticket.com/download
ntozier yes but in Languague packs it's not translate 100%, in the link that i privided it's in 100% (but it's not in correct compression (.phar) it's only the files in other structure).
You cannot download the translation file from that source and get it to work. It is not packaged.
