Telegram plugin

I have the last version osTicket Core, v1.14.1, and I put telegram plugin, but I can´t start the plugin.
Is this plugin compatible with osTicket v1.14.1?

Could anyone to help to configure it?

There is no Telegram plugin for osTicket. There could be a third party one, but you would need to contact it's author for support on it.
