What is an "inviting user"?
I presume you mean when they create a ticket they cannot claim it.
Users do not have a concept of 'claiming' a ticket. It's theirs... they made it.
So they do need to claim it.
Agents on the other hand claim a ticket by using the claim action, by replying (if claim in reply is enabled), and by having it assigned to them.
You also haven't specified your User settings from Admin panel -> Settings -> Users
As a side note since you are running MySQL 8+. Last I checked there was some incompatibility problems with 8.x. Which is why we haven't upgraded yet. I haven't done much testing with MySQL 8 so I dont know that it would affect your issue though.
