First: Clear your browser cache and re-test.
Then re-upload the files from the 1.14.1 distribution archive from osticket.com/download to your site. Make sure that you select over write. The next line down should be the search bar so I suspect that there is a problem with that file.
It could be a permission problem. So check that the permissions on the files are correct.
Check your PHP and Apache error logs. It should hold a clue as to what is happening. Check your web browser console for errors as well as osTicket has some javascript which could be erroring. You do have an error happening so we need to find out what the error is that is being thrown.
