I am trying to fix the thread entry actions menu so my team members who use screen readers can see View Email Recipients, Edit and Resend, Create Ticket, and Create Task. Right now these links don't appear to them. They can't even tell the menu exists. This regardless of latest stable/develop and of if we have a theme deployed.
