Specify which agent could be edit in the Editable field

Is there any way to specify which agent could be edit in the "Editable" field?

Not there.
But you can create a role for agents that you want to be able to edit, and a role for those who you do not want to be able to edit tickets.

I don't think that this is a good solution to your question, but it is the only thing I can think of currently.
