I update my osTicket Version v1.9.12 (19292ad) to v1.10 (901e5ea)
now data saving on table ost_ticketcdata as '0' for custom Form Fields (Update form section — Token Details -> Form Fields)
But if I delete the table 'ost_ticketcdata' and refresh browser the custom fields re create with correct data.

I would recommend that you upgrade to a contemporary version of osTicket and test again.
