I've just updated to 1.14-RC2 on my test system and it seems that the Merge and Link ticket buttons are missing.
Do I need to enable the feature somewhere in the settings (I've looked and can't see a setting for it) or am I missing something?

I'm not running 1.14rc2 on my test system yet, but in the past when new features were added like this, there is also an associated permission in the Agent account or role that restricts/permits being able to use said feature. Have you looked to make sure that your Agent account has permissions to use it?
