peresivecas While I can't provide an answer myself, I can pretty much guarantee the answer you'll get from the devs will be "when it's ready". They tend to not tie themselves down to even rough dates, which has the benefit of meaning there are no rushed releases!
I suspect the reason you're asking is because you don't want to deploy 1.12.3 and then almost immediately upgrade to 1.14? If so, I wouldn't worry too much as the upgrade process is simple. You literally just upload the new files onto your server, then log in as admin and the script will upgrade the database itself.
