Filter triggered upon ticket raised by agent

Is it possible to have a ticket filter be triggered when an agent opens a ticket? There are a few things I want to take place and rather than having the agent do them I just want them to be able to set the "assignment group" field in the ticket and have OST handle the reset.

Ticket Filters can be triggered any time a ticket is opened.

I am obviously missing something here. I have tried all permutations of matching the string "osticket-whc" in the filter and nothing work when an agent (NOT a user) opens a ticket.

Does OST only consider "Web forms" to be the forms which are presented to end user? This would appear so.

Perhaps if you posted screen shots of your ticket filters someone might be able to assist you further with this.
