[resolved] OsTicket 1.12.2 SMTP problem ( SMTP: STARTTLS failed )

Getting error on config email. It works on different server with older php and osTicket version. I thing it is can be problem with osTicket, cuz 1.12.1 adn 1.12.3 version gave me error on "Fetching Email via IMAP or POP" also, but 1.12.2 gives me only SMTP error.
Firewall: swtitched off
OS: Linux Centos 7
Nginx 
PHP: 7.1.

here is the solution. open "/include/pear/NET/SMTP.php" and replace to this
