I wonder if the agent has access to the old TICKET'S, in this case the history.
With the Administrator I can see all the calls:

How can I give access to view history without making it administrator?

Being "admin" has nothing to do with the visibility of tickets.
Access tab on the Agent account does.
Teams on the Agent account does.
