Upgrading from Ubuntu 14LTS to 16LTS and PHP5.6 to PHP7. Is OSTicket 1.9.15 compatible? Will I run into any problems?

PHP 7 compatibility was released in version 1.11+.

So I need to get upgraded to 1.11 before the upgrade or can I run it after?
You can upgrade after.
But you would want to run either: 1.10.6 (pre PHP 7) or 1.12 as 1.9 and 1.11 are no longer supported.
