issue with "attachments on the filesystem" plugin

Hi i have a OSTICKET installation with a lot of attachments in de DB.
now i'm trying to install the plugin to get the attachments outside of the DB and into the filesystem.

everything is setup , folders in the attachments directory are created correctly but the files are not placed in the newly created directories.

settings osticket : store attachments = Filsystem
plugin status = enabled
base folder : atta

installation information:
web server: Apache
Mysql : 5.6.40
PHP 7.0.33
osticket : v1.10.1

Go to: Admin panel -> Settings -> System
locate: Attachments Storage and Settings
What do you have Store Attachments set to?

Oh that's what you were trying to say.

Have you checked the file permissions?
What user is the site running as?
What permissions do they have to it?
Are you running mod_security?
Have you checked the PHP error logs?
Have you checked the Apache error and/or access logs?
