When i download and try to unzip the second zip file inside the archive say it's 0 KB and it's not possible to open,
No idea what you mean. osTicket only has one archive. In it are two folders: scripts and upload.
Like this (which I downloaded yesterday):
When in the website i use the wizard for download language and OsTicket. The generated file is corrupted. The first archive is extracted with language and osticket zip corrupted.
Now without download the language in the wizard the archive works.
I picked 1.12 and espanol.
then i double click on the osTicket-v1.12.zip.
I then click on upload, and pick a random file and double click it. (in my case I picked main.inc.php
I cannot replicate the issue that you had reported.
now is working. Boh _ i tried more than one time and was not working. Seems solved. Sorry.

I actually just heard from @KevinTheJedi that there was a problem but it was fixed.
