There is no merge feature in osTicket at this time.
We handle it by posting on one of the duplicate tickets saying something like"
This is a duplicate ticket.
Please continue this conversation in Ticket #XXXXXXXXX.
Closing duplicate ticket
Then close the ticket. If it by a different person then we add that person to the open ticket as a collaborator.
